EXECUTIVE SUMMARY

This report reveals an issue Chief Commissioner Wiliardi Wizar of Indonesian National Police (POLRI). The issue has further affected public opinion that police officers are dishonest and POLRI is negative. The issue of Wiliardi Wizar is currently emerging as dormant but the issue of the POLRI negative image as an institution is critical. The primary focus of this issue is the police officers or the internal public. The key publics of this issue are the Indonesian citizen in general and the media. To improve from this issue a image restoration program is be set in place. This program will use an internal campaign called The Professional Police campaign, a new identity change, a TV program and media relations program. This program will be set for a 1 year schedule and use an estimate budget of Rp 10.885.000.000,-


Chapter I             :  BACKGROUND

In 1998, Indonesia went through a reformation era changing their political system from authoritarian to a democracy system. This change affected the government including the Indonesian National Police, POLRI. In the past POLRI’s organisation was under the control of the Indonesian military which affected their ways of handling things by using a military style culture. As a result they are viewed by the public as cruel, frightening and repressive. The other problem that they also face is corruption within their organisation. In this reformation era, POLRI are implementing a reformation program under a law that changes their role from a defensive duty, that tends to protect the authoritarian ruler, into a public servicing organisation that protects and serve the people. This is a big change to accomplish but slowly POLRI are making progress in managing their organization and also are trying to restore their image that they inherited from the past regime and gaining back peoples trust.

POLRI is seen by the public as being arrogant and corrupt. In performing their civic duties they directly interact with the public which creates an opportunity for bribery and extortion by irresponsible police officer. To fix the problems that they have, POLRI came up with the Trust Building program. This program aims to improve public service, internal restructuring and fighting conventional crime. Improvement that they have accomplished can be easily forgotten by the public especially when some police officer is involved in a criminal act and publicize by the media.
