Chapter II           :   ISSUE IDENTIFICATION

In this issue, Chief Commissioner Wiliardi Wizar is a suspect in a famous murder case of Nasrudin Zulkarnaen. This case also involves a prominent government official, Antasari Azhar, Head of the Corruption Eradication Commission. Mr Wiliardi Wizar was formerly Head of South Jakarta Police District or Kapolres Jakarta Selatan but now suspended. Since Wiliardi represents POLRI, this also puts the police credibility and integrity to protect and serve in question by the public.
Wiliardi is under the investigation because he took part in the murder as the person to find and hire a group of assassin. The main suspect of this case is Antasari Azhar, the leader of The Commission for Corruption Eradication or Komisi Pembrantasan Korupsi (KPK). Antasari is under the investigation because he was suspected as having an affair with the second wife of Nasrudin Zulkarnaen, the murder victim. It was believed that Nasrudin wanted to expose this to the public to ruin Antasari’s reputation. It was also believed that Antasari wanted Nasrudin to be assinated. This assassination was suspected to be arranged by Sigid Haryo Wibisono, the commissioner of a media company called PT Pers Indonesia Merdeka, which manage the funding. Sigid then ask Wiliardi Wizar to recruit the group of assassins. Wiliardi did hire the assassins but was under the impression it was a secret operation from the nation and did not know what the purpose of the mission was. In this case, Wiliardi Wizar represents an icon of what the public opinion are about every police officer in general even the high ranking ones.

Based on the background given, the issue that should be resolved is:
The public has a negative opinion about POLRI’s image. They view that police officer are dishonest and do not trust POLRI as a civic institution.




Chapter III                    :  RELATED ORGANISATION

Kepolisian Negara Republik Indonesia or POLRI is the Indonesian National Police force. They are a law enforcement and a civilian agency which is under the control of the Indonesian President. It had formerly been a part of the Indonesian military and in April 1999 separated from the military. The Indonesian police came from a military background and started as a colonial police prior to Indonesian independence. The Indonesian police was established in 1946. They played a vital role in defending Indonesia’s independence by fighting off invaders and communist revolt.

2.1.      Structure
            POLRI is led by the Chief of Indonesian National Police currently by General Bambang Hendarso Danuri. POLRI has a centralized command and divided into territorial forces i.e. provincial police (Kepolisian Daerah or Polda), regional police (Kepolisian Wilayah or Polwil), city or district police (Kepolisian Resort or Polres) and sub-district police (Kepolisian Sektor or Polsek). POLRI also has a Public Relations Division or DIV Humas.

2.2       Vision
POLRI that is able to become a patron, protector and servant of the people who are always close and part of the community, and as professional and proportional law enforcement that always respects the supremacy of law and human rights, establishing national security and order within the country in a life that is based on democracy and a prosperous society.
